Achieving PAS 2030 certification is essential for contractors looking to install energy efficiency measures (EEMs) in compliance with UK standards and access funding schemes such as ECO4. This guide outlines the certification process, estimated timescales, key requirements, and an exclusive fast-track certification option to accelerate your certification journey.

Certification Process Overview

The PAS 2030 certification process consists of the following stages:

  1. Initial Evaluation

NetRet will conduct a thorough review of your:

  • Business records, policies, and procedures to ensure PAS 2030 compliance.
  • Pre-installation building inspection processes and site installations (if applicable).
  • Staff competence and training records in line with vocational qualification requirements.

Key Consideration:
If no installations have been completed at the time of the evaluation, analogous work or competency assessments may be required.

  1. Surveillance Evaluation

To maintain PAS 2030 certification, annual surveillance evaluations will include:

  • Compliance checks via site inspections.
  • Documentation and process reviews to ensure ongoing adherence to PAS 2030 standards.
  • Verification of staff competence and training updates.

Surveillance ensures installations remain compliant and meet industry standards.

Achieving PAS 2030 certification is a structured process that typically takes between 3 to 6 months, depending on the complexity of the measures being installed, the contractor’s readiness, and the resolution of any non-conformances. Please note: This process CANNOT be completed quickly. Certification involves detailed evaluations, audits, and compliance checks to ensure full adherence to PAS 2030 standards.

Key Requirements for Contractors

To achieve and maintain PAS 2030 certification, you must:

  • Implement a robust quality management system.
  • Ensure all installations comply with PAS 2030 and PAS 2035 standards.
  • Maintain accurate records of installations and staff competencies.
  • Cooperate with audits, inspections, and ongoing compliance checks.
  • Possess and validate retrofit designs for each installation in accordance with PAS 2035 guidelines.

Step 1

  1. Please establish your management system in accordance with PAS 2030:2023. As a certification body, we are unable to offer consultancy services. However we can provide Mentorship, Workshops or Webinars.
  2. Kindly complete our online application form, which collects essential customer information and details regarding the energy efficiency measures you offer to your clients.
  3. Upon receiving your application form, we will promptly generate a quotation based on the information provided.
  4. If you are satisfied with our quote, kindly sign and return the form to us.
  5. An invoice will then be issued, and once your payment is received, we will proceed to the next phase.
  6. You cannot proceed to the next stage whilst there is major non-conformance outstanding at stage 1 audit.

Step 2

  1. You will be assigned one of our highly qualified PAS 2030 assessors, who will contact you to review your specific requirements and address any inquiries you may have.
  2. You will be enrolled onto our dynamic dashboard system to track your progress. This is bespoke to NetRet and a first for the UK. This systems makes your journey through certification much more efficient
  3. Our Auditor will be in touch to arrange a stage 1 office audit. This a is done either in person or via zoom or teams, dependant on location.
  4. Information following the office audit will then be present to you in the form of an audit report
  5. Providing there are no major non-conformances we will then proceed onto Step 3.

Step 3

  1. We will coordinate a stage 2 visit to a live installation to verify that you are adhering to the PAS 2030 certification standards.
  2. Upon the successful completion of the live site inspection (Per EEM) , assuming there are no significant issues (Major non-conformances identified), a 12-month certification will be issued.
  3. Under PAS2031, We are mandated as a certification body to conduct site inspections (pre/onsite/post) based against the risk matrix outcome, to ensure the ongoing validity of your certification. Failure to comply with this requirement, could result in your certification being withdrawn.
  4. Furthermore, an annual review will be conducted to confirm that the number of inspections aligns with the number of installations. Surveillance visits will be maintained for the duration of your valid certification.

    Certification may be suspended or withdrawn in cases of non-compliance, misuse of marks, or failure to maintain required standards.
