Welsh employers may be able to access funding towards accredited construction, insulation and domestic retrofit qualifications through the Welsh Government’s Flexible Skills Programme.
The programme can contribute funding support of eligible training costs, up to a maximum Welsh Government contribution of £50,000 per application. There is no stated minimum application value, and employers may submit multiple applications during the year, subject to eligibility and available funding.
Construction and the retrofitting of residential buildings is one of the programme’s approved Net Zero training areas. This includes training connected with roof, wall and floor insulation, renewable technologies, energy efficiency and wider domestic retrofit activities.
Who can apply?
The funding application must be made by the employer rather than the individual learner or training provider.

To be considered, the employer must:
• Be based in Wales
• Be financially solvent
• Be training existing employees
• Release employees to complete their training within the programme timescale
• Use an accredited training provider or training recognised by the relevant industry
• Receive written approval before the training begins
Funding is paid to the employer in arrears. The employer must normally pay for the approved training and provide evidence of attendance or completion, along with evidence of the training costs and payment.

Workplace evidence for NVQs
NVQs assess occupational competence in the workplace. Candidates must be actively carrying out work relevant to their selected qualification or pathway and be able to provide suitable workplace evidence.

Completing a qualification does not automatically guarantee PAS 2030 certification. Training and certification are separate processes, and all certification decisions remain subject to NetRet Group’s independent assessment requirements.
