NetRet is supporting NICEIC certified contractors across the UK to transfer PAS 2030 certification quickly and maintain continuity of retrofit work.

NICEIC PAS 2030 Withdrawal: What Installers Must Do Before 31 March 2026

11 March 2026 (12:00 PM) - 30 April 2026 (12:00 PM)

Installers currently certified through NICEIC for PAS 2030 must transfer their certification to another accredited Certification Body before 31 March 2026 to continue delivering retrofit work.

The announcement from NICEIC confirming it will withdraw from PAS 2030 certification on 31 March 2026 means installers currently certified through NICEIC must transfer to another accredited Certification Body to continue delivering PAS 2030 work. Without transferring certification, contractors will not be able to participate in retrofit programmes requiring PAS 2030 compliance. NetRet Group Ltd is supporting installers nationally to transfer certification efficiently and maintain continuity of business activity.

For contractors currently certified through NICEIC, PAS 2030 certification does not automatically transfer. Installers wishing to continue delivering work under PAS 2030 and participating in funded retrofit programmes must transfer their certification to another accredited Certification Body before the scheme closes.

At NetRet Group Ltd, an experienced certification team is working nationally with installers to ensure this transition is managed professionally and efficiently.

Our priority is simple:

'to ensure NICEIC installers can transfer certification without disruption to their normal business activity.'

Immediate Support for NICEIC PAS 2030 Installers

Since the NICEIC announcement, NetRet has established a dedicated process to support installers who need to transfer PAS 2030 certification.

Our certification specialists are working directly with affected contractors to:

• Review existing PAS 2030 certification history
• Liaise with NICEIC to obtain certification and audit records
• Assess transfer eligibility under PAS 2031 transfer rules
• Guide installers through any remaining certification steps

Each contractor is supported individually to ensure the process is clear, efficient and completed as quickly as possible.

A National PAS 2030 Certification Body

NetRet operates as a UKAS-accredited PAS 2030:2023 Certification Body, supporting installers across England and Wales.

Our certification programme was initially developed with support from the Welsh Government through a pilot programme designed to strengthen quality assurance across the retrofit supply chain.

Today NetRet works with organisations across the sector including:

• government agencies
• local authorities
• housing providers
• devolved government programmes

Our focus is to support a competent and compliant installer base delivering high-quality retrofit work.

Certification Support for Core Retrofit Measures

NetRet supports installers delivering the main insulation measures, heating controls and boiler upgrades under PAS 2030.

This ensures contractors transferring from NICEIC can continue delivering the core energy efficiency improvements required within many retrofit programmes and procurement frameworks.

As the retrofit sector continues to expand, NetRet is also developing its certification scope to support additional measures across the energy efficiency market.

A Structured PAS 2030 Transfer Process

To support installers affected by the NICEIC decision, NetRet has implemented a clear and efficient transfer process.

The process typically includes:

1. Submit a short application
Installers confirm their intention to transfer certification.

2. Authorise NetRet to obtain certification records
This allows NetRet to request PAS 2030 records directly from NICEIC.

3. Certification records are obtained
Audit reports, certification history and compliance information are reviewed.

4. Technical review and confirmation
Our certification team confirms the appropriate transfer route.

This structured approach ensures installers can continue operating while the certification review process is managed efficiently.

Digital Compliance Through the HomeCert Platform

Installers transferring to NetRet also benefit from HomeCert, our digital onboarding and compliance management platform.

HomeCert enables contractors to:

• organise certification documentation
• maintain structured audit evidence
• track compliance activities
• remain audit-ready for PAS 2030 surveillance audits

This digital approach simplifies certification management and helps installers maintain strong compliance systems as retrofit programmes expand.

Supporting Stability in the Retrofit Supply Chain

The UK retrofit sector is entering a period of significant growth through programmes such as the Warm Homes Plan and other energy efficiency initiatives.

These programmes place increasing emphasis on:

• installer competence
• quality assurance
• audit readiness
• consumer protection

Maintaining a stable and competent installer base is therefore critical.

NetRet’s role during the NICEIC transition is to ensure installers continue to receive clear guidance and professional certification support so they can remain active within the retrofit market.

Working Closely With Installers During the Transition

Certification transitions can create uncertainty for contractors actively delivering projects.

For this reason NetRet’s approach focuses on:

• immediate engagement with installers
• clear guidance on the PAS 2030 transfer process
• direct communication with NICEIC
• practical support throughout certification review

Our experienced certification team is working diligently with each contractor to ensure the process is managed efficiently and expectations are met.

Frequently Asked Questions

Do NICEIC PAS 2030 certificates automatically transfer?

No. When NICEIC withdraws from PAS 2030 certification on 31 March 2026, installers must transfer their certification to another accredited Certification Body if they wish to continue delivering PAS 2030 work.

What happens if an installer does not transfer certification?

Without PAS 2030 certification, installers will not be able to deliver work under schemes requiring PAS 2030 compliance or TrustMark registration.

How long does a PAS 2030 transfer take?

In many cases the transfer process can be completed quickly once certification records have been obtained and reviewed. The exact timeline depends on audit history and compliance status.

Can NetRet obtain my certification records from NICEIC?

Yes. Once an installer authorises NetRet to request the information, we will liaise directly with NICEIC to obtain certification history and audit records.
