What is PAS 2030 Certification?
PAS 2030:2023 is the standard for installing energy-efficiency improvements in existing homes, including insulation, energy-efficient windows and doors, heating controls and other building services. Certification provides independent confirmation that the organisation carrying out the work meets the requirements for the measures listed on its certificate.
The challenge of upgrading properties and meeting installation requirements
Landlords planning energy-efficiency improvements need to establish three things: what each property needs, who will install it and what requirements apply to the work.
Current Minimum Energy Efficiency Standards generally require privately rented homes within the scope of the regulations in England and Wales to achieve at least EPC E, unless a valid exemption applies. The government has also confirmed its intention to introduce a higher standard equivalent to EPC C by 1 October 2030, subject to the necessary legislation.
For landlords with their own delivery teams, preparing means more than scheduling work. Your organisation needs to demonstrate that its installers are competent, its installation processes meet the required standard and its records show how the work was checked.
PAS 2030 certification provides that independent assessment for the measures your organisation installs.
Why PAS 2030 certification matters
Certification assesses both the organisation’s installation processes and relevant installation work. It examines how you manage competence, follow installation requirements, check quality and retain evidence.
For a landlord’s installation team, this means:
- Meeting contract requirements: holding the relevant certification where a funding programme or customer requires it.
- Managing quality consistently: using defined procedures and checks across your properties.
- Demonstrating competence: providing evidence that your organisation meets the requirements for its certified measures.

Your installation team can sit within your existing organisation. It does not have to operate through a separate contracting company. Certification applies to the organisation responsible for the work and the measures it is approved to install.
What measures does PAS 2030 cover
PAS 2030 covers a range of energy-efficiency improvements across the building fabric, mechanical services and electrical services.
Insulation is one area of the standard. Examples of the wider measures include:

Each measure has specific requirements. Certification for one measure does not cover every activity in PAS 2030.
The standard’s coverage also differs from the measures eligible for a particular funding programme. A measure appearing in PAS 2030 does not automatically make it grant-funded.

How PAS 2030 fits into the project
A successful retrofit project starts with assessing the property and selecting suitable improvements.
Where PAS 2035 applies, it sets the wider requirements for assessment, design, coordination and evaluation. PAS 2030 addresses the installation work within that process.
Relevant funding programmes also require TrustMark registration and project lodgement. Technologies such as heat pumps and solar panels have separate MCS certification requirements.

Funded work and property eligibility
In England, Warm Homes: Local Grant supports eligible households through participating local authorities. Private rented properties can qualify, subject to household, property and landlord requirements. Separate funding arrangements apply in Wales.
Before arranging funded work through your own team, confirm:
- Property eligibility: the home and household meet the programme’s rules.
- Installer requirements: your organisation holds the certification required for the work.
- Appointment to deliver: the programme accepts your organisation through its delivery arrangements.
These are separate requirements. Certification establishes your organisation’s approved installation scope; funding approval and appointment to carry out the work must also be secured.

Does every landlord need PAS 2030 certification?
No. Owning rental property does not itself require certification. The requirement concerns the organisation installing the measures where PAS 2030 certification is specified by the contract or funding programme.
Our team works within our organisation. Can we apply?
Yes. You do not need to create a separate installation company. The organisation responsible for the work applies and must meet the certification requirements.
We already employ qualified tradespeople. Why do we need certification?
Individual qualifications demonstrate skills and knowledge. PAS 2030 certification also assesses how your organisation manages and delivers installations. Where a programme requires certification, staff qualifications alone are not enough.
Can we apply for one measure first?
Yes. You can start with one measure, such as loft insulation or heating controls, provided it falls within the certification body’s scope. Further measures can be added after the required assessment and approval.
Can our certified team carry out funded work on our own properties?
Yes, where the properties qualify and the funding programme accepts your organisation’s delivery arrangements. Confirm both before committing to the work.
Does certification cover all the measures listed in this article?
No. Your certificate lists the measures your organisation is approved to install. Work outside that scope is not covered by your PAS 2030 certification.
Will certification make our properties EPC C?
No. Certification concerns the installation organisation and its work. The property’s EPC rating depends on the building, the improvements installed and the applicable assessment methodology.
