Are you prepared for the evolving requirements of PAS 2030:2023? As part of these updated standards, Retrofit Installers are now mandated to showcase evidence of competence, specifically through a NVQ Diploma in Site Inspection, integral to fulfilling the Pre-installation Building Inspection (PIBI) criteria.
Let us break it down for you:
What does PIBI involve? Before any installation commences, a thorough Pre-installation Building Inspection is required. This inspection serves to validate the completeness and adherence of the retrofit design to PAS standards, ensuring it aligns with statutory requirements and industry best practices.
Inspector Competence Requirements: In accordance with PAS 2030:2023, the competence of inspectors undertaking pre-installation building inspections, especially for external wall insulation installations, is paramount. Only inspectors meeting the strict competence standards outlined in Table B.4, Section B4.3, are eligible for engagement by Retrofit Installers.
Key Takeaway: Yes, you guessed it right! The Technical Inspector must obtain an NVQ in the relevant Pathway in Building Inspection, complementing their existing DEA and Retrofit Qualification.
Operative Selection and Training: Under Section 6.5, rigorous procedures must be established to ensure the vocational competence of all skilled workforce involved in installation work. This includes periodic assessments and provision of appropriate training to maintain competence levels.
The Importance of Vocational Competence: Holding a regulated and industry-approved vocational qualification is non-negotiable. It demonstrates the ability to deliver required outcomes through practical application of knowledge and skills in a workplace environment.
Execution of Pre-installation Building Inspection: Lastly, the Retrofit Installer must conduct the pre-installation inspection meticulously, adhering to the installation method statement prepared under Section 6.1. This inspection demands the involvement of vocationally competent individuals, as specified in the relevant measure-specific annex of PAS 2030:2023.
