Technical Assessor / Inspector – PAS 2030, TrustMark, and Renewable Energy (Flexi-Orb)

Overview

This role involves conducting inspections, audits, and surveillance assessments of installations relating to:

  1. Energy Efficiency Measures (EEMs) under PAS 2030:2023
  2. TrustMark Scheme compliance
  3. Renewable energy technologies under the Flexi-Orb scheme

You will assess compliance, identify non-conformities, and ensure certification standards are met under PAS 2031:2019, ISO/IEC 17065:2012, and other regulatory schemes.

Key Responsibilities

  1. PAS 2030:2023 EEM Surveillance
  • Conduct site inspections across all EEM types, verifying conformance to PAS 2030 clauses 4–9.
  • Review:
    • Retrofit designs (Clause 5)
    • Installation method statements (Clause 6)
    • Pre-installation inspections (Clause 7)
    • Commissioning and handover processes (Clause 6.8–6.9)
  • Monitor installer record-keeping and compliance with internal audit/corrective actions (Clause 7.7).
  1. TrustMark EEM Inspections
  • Assess TrustMark Registered Businesses for compliance with the TrustMark Code of Conduct and Customer Charter.
  • Review complaint handling, customer protections, and consumer data practices.
  • Inspect installations for safety, workmanship quality, and adherence to PAS 2030 + TrustMark integration standards.
  1. Flexi-Orb Renewable Surveillance
  • Conduct renewable energy system inspections for:
    • Solar PV
    • Battery Storage
    • EV Charging
    • Air Source Heat Pumps
  • Ensure installation practices align with Flexi-Orb standards, technical guides, and commissioning protocols.

Required Competencies

  • In-depth knowledge of:
    • PAS 2030:2023 & PAS 2031:2019
    • TrustMark Framework Operating Requirements
    • ISO/IEC 17065:2012 (impartiality, competence, traceability)
    • Construction, insulation, and low-carbon technology installations
  • Proven ability to carry out risk-based surveillance sampling and technical evaluations.
  • Understanding of ventilation, thermal bridging, and whole-dwelling retrofit contexts.

PAS 2030 Measure-Specific Qualifications

Inspectors must hold or demonstrate compliance with the vocational qualification(s) or NVQ(s) aligned to each of the following Energy Efficiency Measures (EEMs):

Building Fabric Measures

  • 1 – Cavity wall insulation
  • 2 – Draught proofing
  • 3 – Energy efficient glazing and doors
  • 4 – External wall insulation
  • 5 – Flat roof insulation
  • 6 – Floor insulation
  • 7 – Hybrid wall insulation
  • 8 – Internal wall insulation
  • 9 – Loft insulation
  • 10 – Pitched roof insulation
  • 11 – Solar blinds, shutters, and shading devices
  • 12 – Room-in-roof insulation
  • 13 – Insulation of existing park homes

Building Services Mechanical

  • 1 – Gas-fired condensing boilers
  • 2 – Oil-fired condensing boilers
  • 3 – Flue-gas recovery devices
  • 4 – Heating system insulation
  • 5 – Heating, hot water, ventilation controls
  • 6 – Hot water systems
  • 7 – Mechanical ventilation with heat recovery
  • 8 – Under-floor heating
  • 9 – Warm-air heating systems

Building Services Electrical

  • 1 – Electric storage heaters
  • 2 – Lighting systems and controls

Flexi-Orb Renewable Measures

  • TAC-001 – Solar Photovoltaic (PV) Systems
  • TAC-002 – Electrical Energy Storage Systems (EESS)
  • TAC-003 – Electric Vehicle Charge Points (EVCP)
  • TAC-004 – Air Source Heat Pumps

Inspectors must only undertake inspections for measures they are qualified or demonstrably competent in.

Qualifications & Experience

  • NVQ Level 3 or equivalent in a relevant discipline (e.g. Building Services, Construction, Renewable Energy)
  • Certified or trained in auditing to ISO 17065 / PAS 2031 standards
  • 2+ years of technical experience in retrofit, installation, or energy efficiency
  • Experience with TrustMark, MCS, or Flexi-Orb schemes desirable

Reporting & Authority

  • Reports to: Lead Assessor / Compliance Manager
  • Authority to:
    • Identify and escalate non-conformities
    • Recommend suspension or certification decisions
    • Verify and sign off audit reports and site surveillance findings
